Zambia has shut down the internet and blocked access to social media platforms on Thursday following the country’s elections. Internet service providers in the country have blocked access to Twitter, Facebook, Instagram and Messenger.

Earlier on, citizens in the country had complained that there was a service outage on WhatsApp. The shutting down of the internet was confirmed by NetBlocks, a watchdog organization that monitors cybersecurity and the governance of the Internet.  NetBlocks wrote,

Measurements indicate that WhatsApp frontend and backend servers initially become unavailable from Thursday afternoon, followed by the other platforms approximately one hour later. The restrictions are likely to limit the free flow of information online presenting a challenge to election transparency as polls are held.

However, within a few hours, citizens reported that other social media platforms had also gone down. The outage on Twitter, Facebook, Instagram and Messenger were again confirmed by NetBlocks.

Network data from NetBlocks confirm that social media platforms Twitter, Facebook, Instagram, and messaging apps Messenger and WhatsApp have been restricted on multiple internet providers in Zambia on Thursday 21 August 2021 amid presidential and parliamentary elections. Metrics corroborate widespread user reports of loss of access to the services.

Zambia’s government seems to have made good on his threat to shut down the internet on election day. In March, Zambia’s President Edgar Lungu signed the Cyber Security and Cyber Crimes Bill into law on 23rd March 2021. The law targets “abuse of cyberspace”. Opposition candidate and Lungu’s rival, Hakainde Hichelima pledged to prioritise repealing the law if elected.
